I was working with a reseller yesterday, and he had some stubborn Symantec Endpoint Protection installations that would NOT un-install from add/remove programs.  He was still waiting for Symantec Tech support to send him the URL for the Symantec WipeClean tool.

So, here is where you can download Symantec WipeClean and many thanks to Tyrone Wyatt and his Web Log
