D-Link DCS-930L does not install due to "No IP address to bind"

When starting up the CD to install the web Camera DCS-930L from D-Link the install halts after "InstallCamera" when going to step 2. "Set Up Camera".

The title "First, select your Camera" appears (I then assume that it is trying to locate a CAM on the network), BUT then it displays  ...

Window "Dcp" with the text "No IP address to bind", and that's it. <<<<<<<<<<<<<

If Avast Home is deactivated, the installation works as expected.

D-Link have made sure they cannot be contacted by aggrevated customers (multiple layers of protection) so I am not sure who is issuing this message or why. If Avast or D-Link would be kind enough to either just remove the hurdle, or replace the message with something more user friendly, like "the installation cannot be continued because the Antivirus program is preventing binding the IP address", it would be much appreciated.

Just from curiosity... Can someone please explain why this has to happen and how it works?
