Avast does not detect win32:Dropper.gen ????

Trojan dropper come with email attachment not detected, not on server and client.
Only when users click the infected file and when the trojan try to connect to web then it block those melicious site.
why ??????

send the file to virus@avast.com and put "False negative" to email subject, please.
