What firewall are you using? What reason do you want to use Java ? As most of us don't use java as we deem unsafe

If you're using the Windows Default FW then it should pop-up asking for permission. If you're using Avast! then it's this:

"We have to add to the exclusion list process java.exe,javac.exe and javaw.exe in the options of web security in avast. it solve the problem for me."
