Avast 2014 installation stops tap-win32

I installed Avast 2014 9.0.2011 as a new installation on a windows 7 64bit machine.  After the installation my Tap-win32--a tap I use  for VPN access, was non functional.  When I opened Device Manager, the tap had a yellow exclamation point next to it with the error that "windows could not start tap-win 32".  I fixed the problem by reinstalling the tap device.  A couple of months back this same thing happened after doing a program update from Avast 8 to Avast 9.  Am I doing something wrong in the install is this an Avast bug?
