I'm updating that PC now recognize windows installation, but when I try SFc scan now, it indicates a system repair is pending and requires reboot to complete. I've rebooted several times now.

Have you run chkdsk /r on the system ?

Yes a few times. Sometimes it has found errors, sometimes it hasn't.

OK one final shot we will restore the registry to the last successful boot

Download the attached fixlist to the same location as FRST
Run FRST and press FIX

I will continue looking if this fails but the options are now becoming limited

At startup it indicates an error occurred while attempting to read the boot configuration data. File: \boot\bcd.

Essexboy, how about an attempt to repair the boot config data ?

I must admit that messing with the bcd is the last option as it can go drastically wrong

Agreed...you are the expert for sure......but perhaps "last" option is Repair Install. :)
Let's see if your registry restore works.

Also, I went back and re-read this thread and very first post..........
I have tried running the Windows Repair Console - Startup Repair. I have used the command prompt to rebuild bcd, fixboot, and fixmbr.

W7 Repair Install
In case poster does not have O/S CD...just repair CD.

I still receive the windows error recovery message indicating that windows failed to start. The repair installation is also unavailable because I cannot boot to desktop.

You need to get a O/S CD and boot to it to do the "repair" install....which keeps all your files intact.
Read this How-To: http://www.pcworld.com/article/243190/how_to_repair_a_corrupt_windows_7_installation.html
I also listed links in above posts on where to get the W7 CD ISO if you do not have....

Lastly, once you hopefully have all resolved you need to start to do offline backups.
Many software out there but Macrium is very good and FREE.....does full PC image each time.
http://www.macrium.com/reflectfree.aspx
Basically you'll have USB HDD hooked to your PC and you can schedule nightly to "image" your machine.
If there ever is a catastrophic issue you can use the Macrium recovery CD with the USB HDD connect and the offline image to restore your machine.  This is also handy when a PC's HDD has a physical failure and you have to replace the HDD in the PC.

The link above indicates that if you can't boot to the desktop then the guide is not good for you.

OK, sorry...that link is from the desktop.
Here is one from "booting" into the CD for Repair Install.....BUT instead of launching from the desktop you'll need to boot to the CD.

I just tried booting from the CD to install and received a message that the computer started with the windows installation disk and I should remove the disk and restart the computer so that windows starts normally.

Apparently windows doesn't appreciate the catch 22 it has created, lol.

You need to get to this screen in the O/S CD.

I have to run be back later.
Do some Googling on doing a Repair (Upgrade) install for W7 from boot/OS CD.
