I have used the local library WIFI and found it fine; especially being one of a few using.
Go when it's not busy would help. :)

I would only do that if Gateway puts up a recommend page for that now..  Windows 8.1 upgrade worried me enough but I bet 8.2 upgrade won't  :D

Why is windows 8.1 booting up much slower?  :( windows 8.0 booted up very fast and now this computer boots up a bit slower..  and a strange new partition I found.

The best thing you can do is to get an SSD Drive from Samsung, there is a software from them to move the system to the SSD Drive.
Windows 10 1909, 4 GB DDR3 RAM, 500 GB 5400 RPM HDD, 1366 by 768 LCD Screen, Intel Core i3 5010U Dual Core, Intel HD Graphics 5500

Disk clean first ( run as Admin ) to get rid of the win old folder and other junk then defrag.

Glad to hear you've got it completed. :P
The suggestions to Clean and Defrag I think will result in a more satisfactory boot time/smooth running. :)

Can anybody here give me tips to keep this laptop's battery healthy for a long time?  like right now I've been doing this.. When charge gets to 13% I plug it up, at 100% I unplug and let it discharge and so on.. I heard this will hurt the battery greatfully over time is it true?

I think that is preferable to keeping it permanently plugged in to the mains (if generally used static) with your battery connected or fully charging it every night prior to the next day regardless of the amount of charge left.

I don't believe there is a right or wrong way as it entirely depends on your use of the laptop.

I have an Acer netbook that is on standby most of the time, with short periods of use per day. That I generally do what you are doing, but I don't let it get that low, I normally charge it around 20%.

Fully charging it every night prior to the next day regardless of the amount of charge left risk to reduce battery efficiency...

Mine (2 Dell Laptops) is plugged in whenever possible. It's only when I can't get to an outlet
like at the airport or on the plane that I'm actually on battery.
The newer Batteries aren't that fussy about discharging before recharging as they used to be.
