Forced activation data. How to disable?

After reboot Avast anti-theft is constantly forced to activate data transfer via the SIM card (3 g, GPRS, ...) and WiFi. SIM card does not change. Help to disable this feature. GPRS traffic is charged.
The Version of Avast Anti-Theft: 3.0 Build 7118
OS: Android 4.2.1
