Repair...Control Panel>Uninstall a Program>double click "avast">click "repair">reboot (you may need more than one reboot).  :)
Dell Inspiron, Win10x64--HP Envy Win10x64--Both systems Avast Free v17.9.2322, Comodo Firewall v8.2 w/D+, MalwareBytes v3.0, OpenDNS, Super Anti-Spyware, Spyware Blaster, MCShield, Unchecky, Vivaldi Browser and, various browser security tools.

Have you ran full system scans with both avast and MBAM?

Whilst you may have an internet connection, it could be that for some reason avast can't connect to the browser cleanup back-end server/s.
Windows 10 Home 64bit/ Acer Aspire F15/ Intel Core i5 7200U 2.5GHz, 8GB DDR4 memory, 256GB SSD, 1TB HDD/ avast! free 24.3.6108 (build 24.3.8975.762) UI 1.0.801/ Firefox, uBlock Origin, uMatrix/ MailWasher Pro/ Avast! Mobile Security

It has been happening to me for the pass 2 days. "avast browser cleanup has failed to retrieve appropriate data from the internet", and there are other reports of the same:

http://forum.avast.com/index.php?topic=147368.0
http://forum.avast.com/index.php?topic=147371.0
http://forum.avast.com/index.php?topic=147392.0

so there must be a problem with the browser cleanup back-end server/s as DavidR says.
