Popups never disappear automatically

I found that popups will never disappear automatically if "Duration in seconds" is set to 0, is it deliberately so?

Setting to 0 means infinite... It will never close

A permanent popup will not escape the notice of a user who is away temporarily, so it may be a good design.
I am still waiting for the notification popup of the new version 2018, as well as the conflicts arising from 360 Internet Security.
