This is still unresolved as far as I am concerned.
Avast please fix this. It has been menacing me for months.
Workarounds are not a permanent solution. This needs to be addressed. Unfortunately, I see the blame being handed from avast! to Microsoft.
If this is really a Windows bug, avast! should report it to Microsoft. Also, I wonder why other AV software is not affected by this. If there was a convincing case that this is an Action Center bug, we could go to the TechNet forums and bring it up there.
The workarounds don't work all the time. In fact, none of them work as I type this.

a) Disable for 10 minutes as suggested and enable again
b) Let Action Center fix it by clicking
Turn on and update avast! Antivirus (I have had some success doing this but no more)
OS: Windows 8.1 Pro x64
avast Free Antivirus 2014.9.0.2018 (but has occurred in earlier versions as well)
