Where did you place the exclusions ?
What was the text content of the exclusion ?
I can't see how temporarily stopping the service was temporarily working, it wouldn't be intermittent. With the main avast service avastSvc.exe stopped there would be no scanning.
What other security applications are installed ?
These questions may well be moot, given that you have removed avast.
I have several folders excluded from scans and these exclusions are honoured.
