Lost\Stolen Phone siren after rebooting and no PIN

Please help.

I set up my rooted Moto G to use PIN protection thinking that it would pick up my gmail account as an Avast account - this is how I understand other apps to work. Stupid error in hindsight  - I know.
Either way, on rebooting it, it now screams that this phone is lost or stolen.

It won't accept any PIN that I trhow or at nor will it send a reminder to the secondary number that I set up - gives an error.

Is there a way for me to get into my phone?
