I'm still on 1803 on my windows laptop its never even offered the fall update. I am wondering if given how close we are to the Spring update if that release is just being withheld form the automatic update channel.

Reading the article posted by Asyn, it would appear that MS is going to give the user more control over When and What to update.
For me the interesting bit was the "Download and install now option" section.
All Windows 10 devices with a supported version will continue to automatically receive the monthly updates. This new “download and install” option will also be available for our most popular versions of Windows 10, versions 1803 and 1809, by late May.
Just how that will be made available for version 1803, even though supported the Windows Update interface on the system would have to change to display that option. As in the image in that section of the article.
My win10 system is also a laptop and I begin to wonder if this could also be a complication. Usually I have it on standby most of the time and not connected to the mains (unless I'm doing some heavy work of it needs charged) as windows knows if you are on battery power.
This could be further complicated by working hours and I have mine set much greater than their default setting 8 a.m. – 5 p.m. home user are likely to be at work then. The working hours is going to become "Intelligent active hours" getting information from:
