Well Microsoft have excelled themselves (NOT) once again. 

Whilst I suppose not doing this to prevent any potential issue with connected USB drives is sort of reasonable.  Why haven't they addressed issue before, surely they must have know about it, perhaps it could have happened in 1803 and 1809.

What is great is the clear (NOT) error message, the user won't have a clue what the problem is unless they happen to have read this article.  "No action is needed. Windows Update will offer version of Windows 10 automatically once the issue has been resolved."  Great they tell you no action is required so you don't know what to address.

Essentially you would never get the update if you regularly use a USB Drive and you have no control over when MS offers the Update.  Fortunately I have an internal SSD and HDD drive on this win10 laptop.

Yes, it just makes me wonder how this has been going on for before coming to light.

If it is disabled, Windows is not able to create restore points.
So this problem is actually caused by the user who wasn't aware of this fact.

They made the change that caused the problem. By default, there isn't any problem if you're using System Restore.
