David, I have a friends system that is doing the exact same thing, I left it as 1803 just to see if and when it would discover 1809 and even after another manual check yesterday it still hasn't found it ::)
Next time I'm there I'll put the new 1903 on his system and skip the whole 1809 mystery, 1903 actually seems to be a more polished product anyway.

Well with all of the hassles/problems MS had with the 1809 update, stopped/started/pulled it, etc.  There were many people that hadn't received it by the time MS were trying to push 1903 out of the door.  If I remember correctly MS decided to stop updating systems to1809 and were just going to push 1903 out to 1803 users.

I guess I'm far from alone in waiting for that to happen, whilst still getting cumulative updates for 1803.

Hi guys, according to Microsoft (Link in Reply #2024), 1803 and earlier versions will get updated automatically in June.

Windows 10 April 2018 Update approaching end of service
For Windows 10 devices that are at, or within several months of reaching, end of service, Windows Update will automatically initiate a feature update; keeping those devices supported and receiving the monthly updates that are critical to device security and ecosystem health. The Windows 10 April 2018 Update (Windows 10, version 1803) will reach end of service on November 12, 2019 for Home and Pro editions. Starting this June, we will begin updating devices running the April 2018 Update, and earlier versions of Windows 10, to ensure we can continue to service these devices and provide the latest updates, security updates and improvements. We are starting this machine learning (ML)-based rollout process several months in advance of the end of service date to provide adequate time for a smooth update process.

Too bloody right, MS were the cause of this screw up, they can hardly blame users when 1803 wasn't updated to 1809.  Hell its only 9 days to June or 39 days to the end of June, I wonder if they can manage that deadline ;)

Update.
I attempted to upgrade 4 computers. The only one that succeeded didn't have Avast installed.  :(
The error message for the failure indicated the removal of my 3rd party AV and then to try again.
Needless to say, I'm not a happy camper.

Update.

Needless to say, I'm not a happy camper.
I totally removed Avast from one system and then updated and re-installed Avast after the update completed.
On the second system, i turned of the Avast Self-defense module and that allowed the update to complete successfully.
After the update, I turned the self-defense module back on.
All 4 of my systems are now on Windows 10 v1903.
