1-Most program now have HIPS why avast don't have one

2-there is something very important beside HIPS u should add to avast u should add something like kaspersky rollback it's

important come when there is a virus by pass avast when suspicious activity is found avast can rollback all activity was done by

set the firewall to "public" and that will provide you with HIPS. For HIPS you need a firewall.

            Hardened Mode is not a replacement for HIPS.

1) Yes to a point. HIPS is technically a separate part of a firewall which needs to be activated by the user.
    It depends on who you talk to, some say you need HIPS while others say you don't. Some, myself included,
    run third party firewalls with HIPS enabled. If you have a "hardware" router you have HIPS built in.

2) With the evolution of evo-gen and dyna-gen personally I don't see avast doing this in the near future.

If your computer has "hardware virtualization" technology the the addition of "ng" will enhance your protection.
And thus reduce the need for a "roll-back" to practically nothing.

i tried to use comodo before but it didn't work well with avast

Yes if you add exclusion Comodo firewall works better with avvast just add it to the exclusion in hips and firewall category.

i tried to use avast with comodo but there is some thing wrong comodo eat my CPU and if i remove avast it back to normal

Comodo has a built-in whitelist and avast is in it.
You need to exclude Comodo in avast.

Which version of Comodo Firewall do you have?
Did you untick every box "except" the firewall when you installed CFW?

You may want to uninstall CFW using the Comodo uninstall tool.
Try installing CFW v5.12 http://www.filehippo.com/download_comodo/13662/
It's smaller and uses almost no CPU.

Untick everything "except" the firewall during the install.
