OK lets look at the AV first :
Disable Windows defender (it is part of windows 7)
Uninstall Either Avast or Norton as you only need 1 AV
Uninstall Avast :
Download
Avast Uninstall Utility to your
Desktop.
Uninstall Avast via control panel
- Run the uninstall tool and accept the reboot to safe mode
- Once complete reboot your system

To disable Windows Defender :
1. Open Windows Defender by clicking the Start button Picture of the Start button. In the search box, type Defender, and then, in the list of results, click Windows Defender.
2.Click Tools, and then click Options.
3.Click Administrator, select or clear the Use this program check box, and then click Save. Administrator permission required If you're prompted for an administrator password or confirmation, type the password or provide confirmation.

Reset Chrome :
First back up your bookmarks :
Export bookmarks from Chrome
1.In the top-right corner of the browser window, click the Chrome menu Chrome menu.
2.Select Bookmarks > Bookmark Manager.
3.Click the "Organise" menu in the manager.
4.Select Export bookmarks.
5.Save to the desktop
Chrome will export your bookmarks as an HTML file, which you can then import into Chrome after the reset.
Reset your browser settings :
1.In the top-right corner of the browser window, click the Chrome menu
2.Select Settings.
3.At the bottom, click Show advanced settings.
4.Under the section "Reset settings”, click Reset settings.
5.In the dialogue that appears, click Reset.
Now restart Chrome ... Does it work normally
