web shield wont turn back on

i was having problems with ie connecting to this site.  finally am able to connect with chrome.  i did add this site to exclusions on both avast and malewarebytes.  still couldn't connect on ie someone suggest turning off web shield to see if it helps.  now it wont turn back on,

i even restarted pc when i click resolve all of fix on main page message comes up that the following compoents could not be started.  web shield.  i have windows 8.1 and up to date avast please help.

Perform a avast repair from ad/remove programs

ok it let me turn it back on and my problem is with avast.
