Since the repairs were implemented, not a single peep from Avast regarding a threat detection. Sweet!  ;D 
Everything appears to be operating normal/acceptable. I checked the security setting on Internet Explorer Options and the File Download = Enable is still holding. 
For the moment, I think this issue is resolved.  I have modified the Subject accordingly.

A final question. Looking at the taskbar on the lower right, I used to see the little spinning Avast globe. It is not there. I selected to Customize and scrolled down to find Avast. It is set to show icon and notifications. As I played with the different options, a window popped up that said "This notification icon is not active. It will be shown the next time it becomes active."
Does this mean it is not in the startup menu any longer, or just not active, since you removed the previous threats?

Set it to hide in customisations and then set it to show..  Does that fix it ?

Nope. I checked the Task Manager -> Startup, and "AVAST Antivirus (2)" is listed  as a startup resource.

Confirmed in Avast settings that "show icon in tray " is checked.
I also noticed that 'scanning for PUP' is unchecked.

repair and reboot fixed it. the globe is back!  I would assume if there had been any threats while it was gone, it would have alerted me?  I do not want to mistake the last 30+ hours of silence to be due to the lack of surveillance.  I will monitor the system and start a new request of something pops up. 
Should I enable flagging of PUPs or does AVAST recommend leaving it off unless there is a history to warrant activating it?

Personally I always enable pups, it may be a little noisier but the peace of mind is worth it

Any threats would have been alerted as the spinning ball is really just eye candy :)
