What's the GPE?
With the introduction of Windows® Vista™, you can now use Group Policy to centrally manage a greater number of features and component behaviors than were possible in Windows Server™ 2003.
Vista Home Premium doesn't have GPE.

The Local Group Policy Editor will only be available in the Vista Business, Ultimate, and Enterpise editions. You will not have the Local Group Policy Editor available in the Vista Home Basic and Home Premium editions.
If you are running Windows Vista with no service packs installed, the GPMC is included with the operating system. Upgrading to Windows Vista with Service Pack 1 removes the GPMC. To reinstall the GPMC, install the Remote Server Administration Tools (RSAT) for Windows Vista with SP1.
