Start with the GPE.

And what is so bad if the kid(s) see the icon?
You are the parent.
You decide what they can/can't do.
Just make sure they can't change things/do things you don't want them to do.

Vista Home Premium doesn't have GPE.

With the introduction of Windows® Vista™, you can now use Group Policy to centrally manage a greater number of features and component behaviors than were possible in Windows Server™ 2003.

bob3160, here's what the page you link to says in the warning box even before the article begins:
Quote
The Local Group Policy Editor will only be available in the Vista Business, Ultimate, and Enterpise editions. You will not have the Local Group Policy Editor available in the Vista Home Basic and Home Premium editions.

That's exactly what I said above:
Vista Home Premium doesn't have GPE.

If you are running Windows Vista with no service packs installed, the GPMC is included with the operating system. Upgrading to Windows Vista with Service Pack 1 removes the GPMC. To reinstall the GPMC, install the Remote Server Administration Tools (RSAT) for Windows Vista with SP1. For information about RSAT, see Description of RSAT for Windows Vista SP1 (Knowledge Base article 94131

Eddy, no where does it say in your article that GPEDIT comes with Home Premium.

*sigh*
The only thing you have to do is read some of the results in the link I gave you.
Some of them explain how you can add the GPE again.
It really is not hard.

The TinyURL link you provided is to here:
https://www.google.nl/search?client=opera&q=vista+group+policy+editor&oe=utf-8&channel=suggest&gws_rd=ssl&hl=en&sa=X&as_q=&nfpr=&spell=1&ei=oPnLVNH5HsHAOfTbgKgI&ved=0CBEQvwU

The first article there, says what I quoted above, namely that Home Premium doesn't have it.
The next few articles don't help me with Home Premium.
What else should I do?

Perhaps you want to provide a direct link to an article claiming that Home Premium does have GPE, or at least how to install it.
The article you quoted from above, doesn't mention Home Premium.

Eddy, do you know how I go about totally removing the parental control icon from the notification area (not even hidden behind the arrow) in GPEDIT? Thanks.
