Windows and Avast Firewall Network Location

Hi, I know Windows and Avast firewall can run at the same time. But what network location should Windows firewall be in and why? Home, Work or Public?

I guess it doesn't matter then.
It does matter:
Home = Secure Network
Work = Somewhat secure
Public = Insecure environment
