I don't see the relevance here:

"Geo-location Risk   Risk associated with country location of server: RO (Romania)   This check increased the overall risk score.
Netblock Size Risk   Netblock size has size 511   This check increased the overall risk score.
Zscaler IP Reputation   IP address has been identified as risky by one/more sources"

What is so wrong that the website location of the server is Romania!? If this are the criteria that guide Avast then...
I moved the website from afraid . org

Please someone tell me where should report this problem and receive also an answer, because from www.avast.com/contact-form.php i didn't got any feedback.

Romania is known to be a bad place for internet security.
As long as your server and/or IP is in Romania you will ave issues.

The lower the netblock size the better.
The IP is not trustworthy. You moved the website from afraid(dot)org but you didn't change the IP of the server.
You need to move your server or move to a different server.

Can you please tell me where i should report this problem to receive an official answer? Until now, although i've sent many reports, i didn't get any official feedback from Avast.

avast will not respond just change things if needed.
They only will contact you/respond if they need more information.

There still are problems on the same UQ/IDS
