Computers hang "Applying computer settings"

Hello,
I' am aware this has been discussed extensively, but I was hoping somebody would have new insights into this issue. We are an educational institution and have installed Avast on our computers (Mostly Win7).  Unfortunately, these machines now take a long time to boot and/or just sit in "applying user settings" or "applying domain printer policies" screens.  Reading some of the threads in this forum, I have applied the suggested workarounds (uninstalling in safe mode, disabling some modules, delaying service startup, Etc.) but with no consistent results. I am not sure what else to try, and our users are very frustrated with this behavior. Thank you in advance for any input!

We had an issue similar to this.  Disabling the Avast "Behavior Shield" fixed it for us.
