hard reset protection and Google account?

I installed the App on my phone and I am trying to test the factory reset protection

I noticed that if I didn't add a Google account to the device after resetting (any Google account)

Avast remote won't be able to communicate with the device?
Is that true or am I having some problem?

As far I know, yes, you need a Google Account (infraestructure is necessary to communicate with the device).

Yes I made sure I did everything right
and to save time when I'm testing the hard reset protection, I skip adding a google account

I tried saving the settings both by direct writing and by flashing; If I don't have a google account it will not communicate
