The issue isn't when you use the quote of a reply. It happens when you select    and then insert something between the 2 quotes.

I just used the Insert Quote icon and then pasted the above text and that appears fine for me.

generally I use the quote from the post I want to quote and chop out the bits I'm not going to reply about.

I also use Chrome by default. Don't know if that makes a difference.

I use firefox exclusively now (39.0) so I can't say for other browsers.
