No it hasn't been discontinued, but your URL is incorrect, from the my.avast.com home page > Click on the Rewards > now click on the Recommend Avast & Earn Points - this should take you to this page https://my.avast.com/en-us/#rewards/recommendations.

Now you should see the unique URL for you, this you give to the person you are recommending avast to (Link to share) so they can download it.
