What is this and why does bump my win 8.1 disk up to 100pct?
Better yet, how do I uninstall it?

Thanks, Para.
What exactly is the NG Command Line intended to do, and what do I risk by uninstalling it? I haven't been able to find any real information on it.
thanks again.

NG is a module intended to virtualize every process on your computer.
At the present time NG is "not" included in any installers (free, Pro, AIS or Premier) because
it failed to work as advertised. I'm not positive if NG or something like will be available/included in
avast v2016.

You're welcome.  :)
