Secure DNS cannot operate in this network

My browser is rather slow. Avast interface says: "Secure DNS cannot operate in this network". I come across some old chat that says this may mean PC is infected with rootkit.  I am not too experienced user. could you pls. advice how I fould fix this problem.

download and scan as instructed with the requested programs, and attach the logs they produce

Attach Malwarebytes + Farbar Recovery Scan Tool + aswMBR  ....  4 logs total

when done a malware expert will assist you

Both Avast Antirootkit and ASWMBR crash while systen scanned with ASWMBR

Thanks for your support!
Right now I see no obvious problems.  PC seems to be fast.
However AVAST still says Secure DNS cannot operate in this network.
