It wasn't specifically in the avast ini file as default options weren't stored there.
Primarily there were two options Always on (broadband) or Dialup and both were previously unchecked.
Now it is pretty much assumed that everyone is using broadband so there is only one option to tell avast you use dialup, which is off by default.
