SOA Console will not update unable to load manifest file

I have read several posts of people with this issue and none of the posts show how it was resolved.  Im on SOA 1.3.3.42 when I hit update I get:

Can Not Check for Program Update
Unable to load manifest file

Please try again later?

Any solution for this?
