http-error 403 Forbidden

Since a week or so, for every download (for every site), I receive a page with the message:  You are not allowed to view this page. Please call etc... with the message: http-error 403 - Forbidden.
Support people at the Provider, says: the wirewall/scanners should be shut down to prevent this error and allow the download. Now, can Avast, let's say after an update, be responsible for this?
At the moment, I can't do no any download - Thanks a lot

I don't think this is an Avast problem.  Are you using a proxy server setup?

Besides the proxy server, do you use a firewall? Which one?

You canĀ“t download anything, but can you connect to the Internet and browse?

- I can surf and receive mail on the Internet, not download
  Actually I use Personal Firewall Recognition
  from Intruson Recognition Structure version 2.0
  Norton is totally inactive

- my OS is ME

I guess you have a conflit with 2 antivirus installed...  :-\

I know this is going to sound redundant but did you try disabling the firewall and scanners one at time to see if you can isolate the problem to one of them?  For example, if you disable the firewall and then you are able to download stuff off the internet than you know it's the firewall and so forth.
