Why is this program re-enabling things i disable permanently ?

All i want is the file system shield , I dont want anything else running , I select "disable permanently" but the next time i start my pc they are all back .

I dont want 2 firewalls running , i dont want any of the other stuff .

So why is "permanently" meaning one thing to me and another thing to this software  ? 

What does "permanently" mean  ?  it means forever so why is this software making its own meaning up  ?

Perform a custom installation.

Have you by any chance disabled Avast service somehow? (or in other words, is AvastSvc.exe process running?)
Normally the "disable permanently" option works, i.e. the disabled components are not started after reboot.
