Substandard performance in my PC

I have the problem in my PC which is that the RAM memory usage is 76% to 99% (no problem with the CPU) which resulted to substandard performance (like 9 FPS in system).
Here is the specs:
=Intel Xeon X3220 (2.4 GHz) (4 cores)
=Windows 7 Ultumate (x64)
=2GB DDR2, 1TB HDD
=NVIDIA GeForce 9500GT 1GB DDR2
=230W PSU

Anyone have knowledge about that?
