No it is not.
It happens with others also as you can read in this thread and it also happens without a av installed.
Hi, I just want to say that this problem is not fixed yet. I'm giving up on Avast, after so much trying of reinstalling this AV, it does not seem to help. And YES, I restarted my PC ALOT. If someone still finds a solution then that's appreciated.

Giving up on Avast for a Microsoft problem makes no sense to me but, it's your computer.
There is a simple fix: boot into Safe Mode with Networking, once done, boot back into regular mode and the problem is history.
