Now can't show battery usage of non-running apps?

I recently updated Battery Saver for Android (to the latest version on Google Play), and it seems to no longer have my favorite useful feature: the list of battery usage (optionally excluding "active" usage).  Instead now it only shows usage for apps that are running!  Can we get back the original feature?

Thank you for your reply -- it was informative. I've uninstalled the app, at least for the time being.  Frankly, lots of battery-saving apps have most of your other features -- this was one that seemed to be unique in that it could exclude active/foreground usage in its monitoring tallies.  Thanks again.
