I'm a late bloomer! But why do I get a red x instead of a picture when I recieve mail on my Outlook Express?

Welcome to the forum
In OE, got to Tools then click on Options and now refer to the picture and make sure that this box isn't checked.

Follow Bob's instructions/image, you may have switched off downloading external content/images or more likely this has been changed after a recent OE cumulative security update.
