Repair Avast:
Control Panel> Program and Features (Add/remove program)>Select Avast> Select Repair. Reboot when completed

Repair it - I've only just installed it?

I did carry out a Clean Install, I used AvastClear beforehand - notified afterwards that it was successful?

After writing my last post I shut the computer down......received a "AvastTrayIcon is not responding" notice again - had to click on 'End now'. Computer took ages to shut down, thought it wasn't going to.

Sometimes things don't go right during the install. Doing a Repair is the way to eliminate that problem. :)

Well I changed my mind, I decided to check now....

THE REPAIR WORKED!

Shields disable and enable normally, tested twice. Unlike before, the Avast tray icon red cross now appears, as usual, when they are disabled.

This is the current version (12.3.2280) for all avast versions, including avast Premier.

There is no current beta testing in progress, so any program update won't happen beta testing has concluded.

Not sure what is spinning on your system. 

No issues downloading either the stub online installer or the offline premier installer @ 1h 50min later. 

Could be a temporary network glitch or the server you were trying to connect to was temporarily down.  Especially true if all other internet sites are reachable via your system.
