Changed windows lost all passwords

I just went back to windows 7 from 10 and reinstalled avast, logged in, reinstalled the chrome extension and it seems I have no passwords anymore. So are passwords stored locally or are they somewhere else? I really don't want to have to remember passwords for 100 different websites.

If you don't had synchronizing enabled, they are gone.

And I take it that isn't on automatically, so I guess I'm screwed
