Allow one incoming connection in public profile

I have some web pages on my computer. The users in our networks connect to them by http://my_ip/1.html , 2.html and etc.
When I put Avast Premier in Private mode in Firewall->Settings>Network profiles, All users can access to them.
But when I put it in Public mode, no body can access.

I know that in public mode, all incoming connections will block. How can I allow only one incoming connection to local port 80 by changing Avast "Firewall Settings" or "Application Rules" when Avast is in Public mode?

My Avast version is 12.3.2280(build 12.3.3154.6) & doesn't have Work / Medium Risk Zone!

I know how to setup application rules! I used it for some special applications.

The problem is that the users can access to web pages only in private mode!
Of course, I have a port forwarding rule in my computer. The webpages are in another computer. The users connect to my computer then I forward them to another computer.
All thing is true when I use Avast in private mode!
But I want to have avast in public mode & do port forwarding.
