40 Gig log text file

There is a 40 gig log.txt file located in \ProgramData\AVAST Software\Avast\SpamConf\
The file hasn't been edited in 6 months, is this still a valid file or can it be deleted?
just curious what app can I use to look it as its pretty big for most normal apps
