You can always do a factory restore or a repair of Windows and see if it solves the problem.

Is it slow bringing up the start up apps after booting?
Slow to show main page of browser after opening?
All of a sudden YouTube and streaming is choppy but you have an excellent connection?

I am not going to be an SA and say Welcome to Windows 10. Actually I am having to work through those same issues. I have found some improvement by reducing the programs selected in Notifications and going  little deeper by getting rid of the installed Windows apps they think you just have to have...not. So, if you do not have a tablet you do not need the tablet and touch screen stuff, get rid of it. Mine is a business computer so I removed games and weather apps and news apps and xbox, etc. Watch your CPU load go down.
