Avast IS + Win10 ver 1607 - local network access denied

Hi all,

after installing Avast IS on my Windows 10 laptop (version 1607, about 1 week into re-install of entire OS, spring cleaning, so to speak), the laptop on which the Avast IS is installed, denies local network access from all network clients.  No warning, no pop-up, just a quiet lockdown.  I can't even PING the laptop from another computer.  This is a problem since the laptop provides several network server applications.

I've re-installed Avast, disabled all components, rebooted several times.  Only uninstalling Avast resolves the problem.  I usually do not install the firewall component, as I prefer managing that myself, using Windows' built in tools.  In my last attempt to resolve this problem, I did install the firewall component.  Avast detects the network segment, applies a private profile, everything goes as expected.  Right up until the laptop is again on lockdown, no connectivity from clients.

I'm not sure what the cause is.  My previous installation of Avast IS was on Windows 10 version 1511.  Never had a problem.
