i noticed that if windows file explorer is closed or that if i run the windowed version of the file explorer(explorer.exe -w), Avast notifications to ask are automatically denied

my guess is that your notification UI system is integrated from the system tray.

if you wanted to have a (light weight) notification system without the system tray, i would guess that you could use the windows service system to launch an executable manually to notify the user

If Windows explorer is causing your system to lag either your system is not capable (hardware wise) of running Windows 10 or there is something wrong with your installation or something is using it extensively.

I suggest you find out what the problem is and solve it.
