I hold no candle for Microsoft, but I can't see the problem here a computer that is said to be Vista capable and is capable of running Vista Basic, is per say capable of running Vista.
I don't think that there have been many sales of Vista that haven't been pre-installed on new systems. My new system came with one Sticker on it, that of my Windows XP Professional Certificate of Authenticity and is well capable of running Vista, but no thanks

What I'm getting at is it is the System Manufactures that are putting the Vista Capable stickers on 'their' systems and not MS. They aren't stupid, they know the system requirements for Vista all bells and whistles editions
