Chicony has been around for a very long time, primarily for keyboard and I have had a few of them.

All of my keyboards, mice, speakers and monitors are Dell.  My digital camera is Kodak.

A network scan on my win 10 laptop doesn't show this.

Dell is the product brand though they probably use Chicony components inside like many other manufacturers, it's a legitimate company so nothing to worry about.
