Can Avast help when I can't get into my control panel?

Our cable co. lost internet and since it came back online my computer says I am missing msi.dll and a lot of the .dll items plus I get specified module cannot be found.  I can still get on the internet, I still have Avast, my photo editing program and a couple others.  I know I have the 1 yr total support but I'm not sure on which computer.  I have no quick connect on any of my computers and I was on the phone on hold for 20 minutes and gave up

For a start run: sfc /scannow

It won't let me in as administrator

I can't C&P or use the snipping tool but it says Windows cannot find 'C\Windows\System32\cmd.exe'  Make sure you have typed correctly and try again.  I get this when I try to open any program or I can't open a link in the control panel

I'm not sure what you mean by the real Admin account.  I'm the only user of this computer.  Everything I've learned about my computers I have done by trial and error.  I think I'm too old for all this

I finally got into at least check run as administrator and I still got the same message-the program can't be found

Well after googling how to do a factory reset, I need a password.  My computer doesn't have one

There is no need for a password with a factory reset.
If it is a brand system lookup how to do it on the manufacturers website.
If it not a brand system, use the cd/dvd that came with it or follow the instructions from the reseller.

Well, thanks for the help so far.  Dell says I need my password and even going in with F8 to repair the computer, I need a password.  I could get it if I could open any links in the accessories or control panel.  I can't even open the link to do a backup or restore setting
