In checking my on-access scanner, I notice that there are 14 providers and only 4 running.  When I click on internet mail, it indicates that the provider is waiting for a sub-system to start.  I have no idea what that means or if my email is being protected.  Please advise.

I think you are talking about Outlook plugin, which starts only when Outlook is started.

You have something of a problem as there are only 7 providers, so you have duplication.

I've no idea how this has occurred, but since your other thread mentions a system restore, it may be possible that that has messed with some registry entries and your program update (which I suggested) might have caused this duplication.

If after checking what Igor mentioned it is still showing 14 providers.

I suggest that you download the latest version of avast and save it on your HDD so you can find it again. Download the avast! Uninstall Utility, find it here ad save that as above.

Uninstall avast, reboot, run the avast! Uninstall Utility, reboot and finally install the latest version you downloaded and saved.

You don't need the Outlook/Exchange plug-in unless you use MS Outlook (not express) or MS Exchange, so terminate it if you don't use MS Outlook. You should only have enabled those providers that you need, Standard Shield, Network Shield, Web Shield and Internet Mail being the minimum. You only need the others if you use programs that they provide additional protection for.

Check if you have database set to ODBC into avast4.ini file.
When the the database is set to XML it can happen in some systems.  :-[
