Well, it is now 08/18/2017, and the following still happens:
"UI Failed to load. This is really embarrassing. AV Service is not responding"
Available Choices are: Exit Restart Service
Clicking "Restart Service" generates the same result of "UI failed to load" sometimes, yet
intermittently it restarted the service.
Rebooting the computer sometimes results in actually re-starting Avast (AIS), but not
reliably. (In the last 10 years, I think, UI has NEVER failed to load. I also think that at least
10,000 to 20,000 users of Avast are affected by this, given that only a small percentage takes the
time to report on the usually not very effective user forum.)
Another message I see is:
"Avast is down"
"Something has gone wrong, and we are unable to protect you. Please try restarting your Avast".
Clicking Restart on this one occasion results in restarting the service about 3 out of 5 times, but
it does not stay up reliably. Interestingly, at this exact point I have observed AVAST Internet
Security "starting itself up again, without any user input whatsoever", only to stop working 20 minutes later.
Does that tell anything to someone who knows something?
The whole thing reminds me of the "Win 95" and "Windows Vista" debacles. I would like to go
back to a prior version that still worked. But not even this is made available by Avast.
I also recall having had "permissions troubles" caused by the "07-11-2017 Microsoft Security
updates". These prevented me from accessing my files, and from doing simple things such
as "Saving a MS Word file after editing, because everything became 'read-only' for no good
reason. I uninstalled ALL the offending MS security updates, complained to MSFT and received
the usual ZERO ANSWER from the good folks at MSFT.
I am now asking anyone in the know here, whether "permissions" in Win 7, that have been
messed up by MSFT itself, could cause this weird AVAST behavior? Anyone?

My Users\User\Appdata\Local\Temp\_avast_ folder is empty. QU: Should it be empty?
I ask because temp folders are GENERALLY filled with CURRENTLY DATED temp files.
Anyone?
My folder at C:\Users\mycomputer\AppData\Local\AVAST Software\APM\User
\W6rh3PLImidDCeQP has files in there such as "kv_pam.db"
which are dated 07-29-2016.
Shouldn't these files be dated newer? Is anyone here knowledgeable? I may not know much,
but I know when someone else knows diddlysquat either. "Diddlysquat" means "nothing" or
"not enough", just in case you don't know that.
Next: The newest file in the location C:\Users\mycomputer\AppData\Local\AvastSupport
is dated May-13-2016. I have always updated Avast automatically. Wouldn't you think that these files should be newer? So, is that just an abandoned Avast project, or is something wrong with the updates? Is anyone here knowledgeable?
Let me tell you: I do not need Avast-"EVANGELISTS". EVANGELISTS MERELY BELIEVE, but they don't know. I need people who KNOW what is going on, who have influence on the company, who can take facts, data and symptoms, and figure out what it means and how to fix it.
Other notes: my computer is SSE2 compatible, whatever that means.
It runs Win 7, with Svce Pack 1, at about 2.66 Ghz. Intel Duo Core CPU E3700.
Overall it seems that Artificial Intelligence has not been introduced at AVAST or at MSFT, or else
a search for answers would yield results. The 100% natural ignorance and arrogance seems
to work flawlessly though, both on my and your side.
I still think that the "forum method" of customer service is inherently flawed, because it only serves to insulate the Avast company itself from its customers. In other words, if I could yell at the boss, that would get results faster. But may be the boss is just like Trump, and nothing gets thru that thick skull. Who knows.
