If you don't have activated Avast Passwords (setup vault + extension) in privacy section, it is also missing in settings. It is necessary to go through activation process first and then import your passwords.

Eddy was right and Honza Cervenka confirmed:   "If you haven'tactivated Avast Passwords (setup vault + extension) in privacy section, Passwords selection will be  missing in settings. It is necessary to go through activation process first and then import your passwords."
